Energy Legislation and Energy Regulation Expert (Cat. I) - Team Leader

About the role

NTU International A/S is recruiting a Team Leader / Energy Legislation and Energy Regulation Expert (Category I) for an EU-funded project in the Solomon Islands: Technical Assistance for Energy Sector Budget Support, under the EU-Solomon Islands Partnership for a Modern, Green and Competitive Energy Sector. The project aims to strengthen the country's energy-sector legal, regulatory and institutional framework and accelerate low-carbon development. The position is full-time, based at the normal place of performance in Honiara, with an indicative start date of 20 December 2026 and a duration of 36 months.

Key responsibilities

• Provide strategic leadership and technical assistance in energy-sector policy, legislative and regulatory reform, and institutional strengthening.
• Support the establishment or effective operation of an Independent Energy Regulator (IER).
• Engage at senior levels of government with confidence, credibility and authority.

Required profile

• University degree of at least 3 years (law, public policy, economics, engineering or another relevant field), or 5 years of equivalent professional experience.
• At least 12 years of professional experience in technical assistance in the energy sector, including energy policy and support to set up an energy regulator.
• Substantial experience working within, or advising, energy ministries or equivalent government agencies.
• At least 3 years of specific experience in energy legislation or regulatory reform, including supporting an IER.
• Proven experience delivering capacity-building and training programmes in the energy sector.
• Experience as a team leader or equivalent in at least one continuous technical assistance assignment of at least 2 years.
• Fluent written and spoken English (mandatory).
• Advantages: experience in developing countries, EU-funded projects, tariff-setting, and postgraduate experience in the Pacific or Solomon Islands.
