Consultant for Strengthening Early Warning Systems

About the role

The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking a consultant to design and install a disability‑inclusive, flag‑based early warning system in the Solomon Islands. The assignment will run from 1 July 2026 to 31 March 2027 and aims to improve the accessibility and effectiveness of early warnings for persons with disabilities.

Key responsibilities

• Develop a flag‑based early warning system that meets disability‑inclusion standards.
• Collaborate with the Solomon Islands Meteorological Services, National Disaster Management Office, National Disability Forum of Solomon Islands, and the International Organization for Migration.
• Assess existing early warning services and adapt them to be usable, actionable, and accessible for people with disabilities.
• Provide capacity‑building workshops and training for key stakeholders to sustain the inclusive system.
• Document design, installation procedures, and produce guidance materials for future replication.

Required profile

• Proven experience in designing or implementing early warning systems, preferably in disaster‑prone contexts.
• Demonstrated understanding of disability inclusion and gender considerations in emergency management.
• Strong ability to work with government agencies, NGOs, and international partners.
• Excellent communication and facilitation skills for training diverse stakeholder groups.
